At ArroTech, our vision is to be recognized as a global leader applying Unmanned Aerial Vehicle (UAV) systems to a variety of humanitarian and commercial purposes, thereby creating a safer, more sustainable and equitable world.
Our first, purpose-built drone, the GEON E61, is the world’s first fully autonomous drone equipped to detect unexploded ordnance and mines. It vastly improves safety for deminers while enhancing accuracy, cutting costs and greatly speeding operations.
Meet the ArroTech Team
ArroTech Corporation, founded in 2019, is headquartered in Panama City Beach, Florida. Our team consists of individuals with extensive hands-on technical expertise and over 40 years of combined experience developing drones and designing analog and mixed-signal integrated circuits and wireless communication systems.
ArroTech specializes in Unmanned Autonomous Vehicle aerial technology and software. Our developers are the first to successfully integrate a time-domain metal detection system, including military-grade mapping subsystems, with drones for use in Unexploded Ordnance (UXO) detection.

Tobias Leininger
CTO & Co-Founder

Mr. Leininger’s passion for mechanical and electrical systems dates to his childhood and has only intensified over time. In 2005, he developed the world’s first universal multicopter flight controller and other components required for multicopters. His work helped pave the way for the availability of drones on the consumer market. Indeed, Leininger’s first business involved manufacturing the drone components he had developed and selling them to customers internationally. Features and innovations pioneered by Leininger have become standard in drone technology. He has amassed more than 20 years of hands-on UAV hardware and software experience and is the brains behind ArroTech’s revolutionary GEON E61.

Steve Millaway

Steve Millaway is a serial tech entrepreneur who formed his first company, Gain Technology Corp., in 1994. That organization developed the USB 2.0 chip which has now been used in over 2 billion PC’s and peripherals worldwide. His second company, Gain Communication, Inc., deployed the nation’s first broadband wireless internet service. Today, he is a highly regarded venture capitalist and the founder of tech incubator, TechFarms, in his hometown of Panama City, Florida.

Steve Bornhoft

Steve Bornhoft possesses decades of experience as a journalist, professor and marketer. He edited publications including a daily newspaper and a regional business magazine and served as a marketing director for large community banks in Florida. He became the first student in the history of Florida State University Panama City to graduate with distinction from its master’s degree program in corporate and public communication. He taught for a combined eight years as a professor of communication at Florida State and Flagler College.

Anastasiia Khudiaieva

At ArroTech, Anastasiia Khudiaieva, a native of Ukraine, documents company processes, helps to oversee operations, builds relationships with the Ukrainian government and NGOs and serves as a translator fluent in English, Russian and Ukrainian languages. She is well versed in programming, and her background includes work as a human resources director for two companies in Ukraine. She earned bachelor’s and master’s degrees at the National Technical University of Ukraine.

Armis Sunday, a consultant who works with startups, nonprofits and small businesses, has added ArroTech to his list of advisees. He is a co-founder and partner at Chaos Audio, a business established at TechFarms, where ArroTech’s U.S. headquarters is housed. He has a bachelor’s degree in electrical engineering and a master’s degree in organizational management and communication, both earned at Florida State University. At ArroTech, he aligns operations with market opportunities by building systems and maximizing individual contributions.

Dr. Stephen Dunnivant
Founder/President, AltruTek
Dr. Dunnivant is the founder and president of AltruTek, a nonprofit that supports that humanitarian deployment of groundbreaking applied technologies to initiatives including landmine removal. He compiled over 30 years of leadership experience in public and higher education, retiring as a campus president in the Florida College System. He is passionate about technological innovation and supporting tech-sector entrepreneurs and educators. He earned his doctorate in curriculum and instruction from the University of West Florida.

Ryan Hendrickson
Founder, Tip of the Spear Landmine Removal
U.S. Army Sgt. First Class (Retired) Hendrickson served in the Navy, Air Force and Army and was a Green Beret upon his medical retirement in 2020. He was badly wounded by an IED in 2010; 28 surgeries were required to save his right leg. After two years of recovery, he deployed five more times to Afghanistan. He earned numerous honors including the Major General Frederick Award, which goes to distinguished special forces solidiers. He lives in Pace, Florida, and travels internationally as the founder of a nonprofit, Tip of the Spear Landmine Removal.

Frank Eastham
CEO, Teknika
Frank Eastham is an engineer and software entrepreneur that has spent significant time abroad building and managing foreign teams.
He spent the first part of his career as a design engineer developing and prototyping specialized equipment for the US Navy. Later, he co-founded Teknika, a software company which grew to include employees and clients in over a dozen countries. During this time, he spent 3-years living in Kyiv, Ukraine establishing an overseas office and managing teams there.

Dr. Walid Hadi
Professor/Florida State University

Dr. Hadi is an associate teaching professor and the coordinator of the Electrical and Computer Engineering program at Florida State University Panama City, where he has won the Faculty of the Year award. He holds a doctorate degree from the University of Windsor, Ontario, and was a research fellow at the University of British Columbia. He has over 20 years of teaching experience and emphasizes hands-on learning combined with theory. His research is in the field of novel semiconductors, and he’s the author and co-author of over 20 journal articles and conference papers. In addition to academia, Dr. Hadi has many years of experience as a power systems planning engineer with American Electric Power. His work included large wind generation integration projects in West Texas. He is a consultant for ArroTech, helping to develop business in the Middle East, providing technical support, and supervising engineering interns.

Nap DeCiutiis
U.S. Navy, Retired
Nap DeCiutiis is a 24-year U.S. Navy veteran with extensive experience in Explosive Ordnance Disposal (EOD) operations, leadership and high-risk mission readiness. He served in critical roles including Senior Enlisted Company Leader for Mine Countermeasure (MCM) response for the 7th Fleet Area of Operation (AOR) and Program Manager for the Navy’s EOD and diving communities. His deployments across Iraq and other theaters exposed him firsthand to what operators need to stay safe, sharp and mission-effective. At ArroTech, Nap will apply this insight in shaping ArroTech’s relationships and ensuring the company’s solutions are grounded in real operational demands.
